Dear Friends, dear Colleagues,
It is a great honour to address you today at this conference, which already says a great deal. It speaks about law. It speaks about the State. It speaks about Europe. But above all, it speaks about courage.
This conference reminds about not only an important date in the constitutional history of Ukraine. It is also a moment to reflect on the strength of the Ukrainian State, the resilience of its people, and the meaning of constitutionalism in our time.
For Ukraine, the Constitution is not an abstract legal document. Today, it is tested by war, by aggression, and by daily pressure on the State, on institutions, and on human lives. But this test has also shown something very powerful: Ukraine stands.
Ukraine stands with courage. Ukraine stands with dignity. Ukraine stands with a clear choice for freedom, democracy, and Europe. That is why today’s discussions are so important.
But behind the topics and constitutional trends we always need to answer one very simple and very human question: how can the Constitution help a nation remain free, democratic, and strong, even in the most difficult circumstances?
Latvia understands that freedom is never guaranteed once and for all. We know that independence, democracy, and the rule of law must be protected again and again. This is why our solidarity with Ukraine is deep and sincere.
The Constitutional Court of Latvia has had the experience to work closely with Ukrainian colleagues. This cooperation has never been only institutional. It has been built on trust, respect, and true friendship. We have shared our experience, but we have also learned from Ukrainian colleagues – from your strength, your responsibility, and your ability to continue building the future even during war.
The great Latvian poet Rainis once wrote: “That which changes – endures.” Ukrainian literature expresses a similar idea in Lesya Ukrainka’s poetry: even frozen ground can become spring, if hope remains alive. Seeds may be sown even in frost, watered by bitter tears – and still they can take root, grow, and blossom. These words speak strongly to Ukraine today. Ukraine is changing, defending itself, rebuilding itself, and moving towards Europe. And precisely because of this courage to change and to endure, Ukraine’s constitutional future is strong.
On this important event, please accept our warm congratulations, our deep respect, and our loyal support.
