Today, on 15 June, a bilateral meeting of the delegations of the Constitutional Court of Latvia and the Constitutional Court of Kosovo takes place in Riga, held in the framework of the project of the Representation of the Council of Europe in Kosovo. Issues related to the Latvian experience concerning the methodology of the constitutional review of legal acts and the current case-law are on its agenda. The parties will also discuss the enforcement of the constitutional courts’ judgments and challenges related to it.

At the opening of the meeting, Irēna Kucina, the President of the Constitutional Court of Latvia, underscored: “The standing of constitutional courts is not determined only by their institutional history or work experience since their establishment but also by the ability, through their case-law and dialogue, to strengthen the common European legal space. The Constitutional Court of Kosovo, within a short period of time, has become an important and respected participant of the European constitutional dialogue by actively participating in international cooperation, adopting the best practice examples, and contributing to the protection of the rule of law. The recent case-law of our colleagues from Kosovo confirms their ability to deal with complex constitutional issues. The Constitutional Court of Latvia appreciates highly the trust and interest in adopting Latvia’s experience.”

Nexhmi Rexhepi, the President of the Constitutional Court of Kosovo, in turn, emphasised: “Over the last decade, our courts have established a friendly and enduring tradition of cooperation. This cooperation is grounded in the values we share and are committed to protecting. The authority of constitutional justice rests not only on the power to decide cases, but also on the wisdom to preserve constitutional values across generations. Such meetings remind us that courts learn not only from judgments and legal texts, but also from one another, leaving us with new professional insights and stronger ties of friendship and cooperation between our institutions.”

During the discussion, representatives of both courts gave presentations on the methodology and practice of constitutional review of legal acts, as well as on the enforcement of constitutional courts’ judgments and challenges related to it.

For several years, the Constitutional Court has supported the integration of the legal system of Kosovo in the common European legal space. With the support of the Constitutional Court of Latvia, the Constitutional Court of Kosovo was admitted as a member of the Conference of European Constitutional Courts in 2025.
