In August, 20 applications were submitted to the Constitutional Court. One application was submitted by the Prosecutor General, and 19 applications were submitted by individuals.
The Constitutional Court initiated three cases based on applications by individuals:
No 2026-13-01 on the right to receive compensation for damage caused by the unjustified imposition of property seizure;
No 2026-14-01 on the deferral of the execution of a custodial sentence in the event of serious illness;
No 2026-15-0103 on the information to be included in the child’s birth register regarding parents.
12 cases were in preparation at the Constitutional Court.
Also, 17 decisions were taken to refuse to initiate a case in response to the following applications:
Application No 116/2026 on the regulation of the Criminal Procedure Law insofar as it does not provide for the right of the victim to be heard and to appeal a decision in proceedings in which a decision is made on the reduction of the sentence of a convicted person. Decision on the application.
Application No 120/2026 on the regulation of the Criminal Procedure Law and the Law on Judicial Power, which stipulates that a criminal case is tried by a single judge in a court of first instance. Decision on the application.
- Application No 126/2026 on the provision of the Citizenship Law providing for cases where a person may be deprived of Latvian citizenship and the Administrative Procedure Law. Decision on the application.
Application No 129/2026 on the provisions of Regulation No 1250 “Regulations Regarding State Fee for Corroboration of Ownership Rights and Pledge Rights in the Land Register” adopted by the Cabinet of Ministers on 27 October 2009, insofar as they do not provide for a lower state fee for the corroboration of ownership rights and pledge rights in the land register in respect of the joint property of same-sex partners who have entered into marriage in another Member State of the European Union. Application No 132/2026 on the provisions of the Civil Procedure Law and the Civil Law regulating the appointment of a guardian for an adult. Decision on the application.
Application No 133/2026 on the provisions of the Criminal Procedure Law that do not provide for the right to appeal a decision to request non-disclosable information from credit institutions. Decision on the application.
Application No 134/2026 on the regulation of the Law on the Completion of Privatisation of State and Local Government Property and Use of Privatisation Certificates, which prohibits the transfer for privatisation of a built-up land plot necessary for the performance of state administration functions. Applications No 135/2026 and 136/2026 on the regulation of the Criminal Procedure Law insofar as it does not provide for a new examination of a court decision due to a significant material or procedural violation of the law in proceedings regarding criminally acquired property. Application No 137/2026 on the provisions of the Civil Procedure Law providing for the right of a panel of judges to refuse to accept an ancillary appeal. Decision on the application.
Application No 138/2026 on the provisions of the Law on Judicial Power, the Civil Procedure Law and the Law on the Management of the Spread of COVID-19 Infection regarding oral hearing of a case, examination of evidence, oral submission of explanations and testimony. Decision on the application.
- Application No 139/2026 on the provisions of the Insolvency Law providing for the obligation of the insolvency process administrator to provide law enforcement institutions with materials on the facts revealed in the insolvency process of a natural person that may be the basis for the initiation of criminal proceedings. - Application No 141/2026 on the regulation of the Criminal Law, the Sentence Execution Code of Latvia and the Criminal Procedure Law for the execution of the sentence imposed by the judgment and the release of the convicted person from further serving of the sentence. Decision on the application.
