In July, 30 applications were submitted to the Constitutional Court by private individuals. 

The Constitutional Court initiated three cases:

  • No. 2026-10-01 on the right of a legal person to receive compensation for damage following the termination of proceedings regarding criminally acquired property, upon application by a private individual;

  • No. 2026-11-0103 on the constitutionality of the regulations governing the procurement, reimbursement and availability of medicines, following an application by the State Audit Office;

  • No. 2026-12-03 on the allocation of state social insurance contributions to pension insurance following an application by a private individual.

The Constitutional Court had nine cases in the preparation stage, and the preparation of two cases for consideration was completed.

Furthermore, 24 decisions were adopted on refusal to initiate a case following these applications:

  • Applications Nos. 101/2026 and 124/2026 concerning the provisions of the Criminal Procedure Law, in so far as they do not provide for review of a court ruling de novo on the grounds of a substantial violation of specific provisions of substantive law or procedural law in proceedings regarding criminally acquired property. Decision on application No. 101/2026.Decision on application No. 124/2026.

  • Application No. 102/2026 concerning the provision of the Law on Taxes and Duties, which prohibits challenging and appealing against the tax administration’s findings in criminal proceedings concerning losses caused to the budget. Decision on the application.

  • Application No. 103/2026 on the provisions of Law on Termination of Forced Shared Property in Privatised Apartment Residential Houses, State Immovable Property Cadastre Law, and Cabinet Regulation of 18 February 2020 No. 103 “Regulations Regarding Mass Appraisal” in relation to calculation of the alienation price. Decision on the application.

  • Application No. 104/2026 concerning the provisions of the Consumer Rights Protection Law relating to unfair contract terms. Decision on the application.

  • Application No. 105/2026 on the provision of the Civil Procedure Law providing to whom an ancillary complaint should be submitted and addressed. Decision on the application.

  • Applications Nos. 106/2026 and 130/2026 concerning the provision of the Cabinet Regulation of 2 June 2015 No. 279 “Road Traffic Regulations”, which sets out the requirements for cyclists and e-scooter riders when using cycle lanes, footpaths and cycle paths or parts of the carriageway. Decision on application No. 106/2026.Decision on application No. 130/2026.

  • Application No. 108/2026 concerning the provisions of the Insolvency Law governing the duties of the insolvency administrator in insolvency proceedings, the provisions of the Law on Judicial Power, the Civil Procedure Law and the Law on the Management of the Spread of COVID-19 Infection, which stipulate the principle of direct and oral proceedings, and exceptions to the application of these principles, as well as the provision of the Civil Procedure Law concerning the retrial of civil cases on the basis of newly discovered circumstances. Decision on the application.

  • Application No. 109/2026 concerning the provisions of the Administrative Procedure Law relating to the procedure for granting state-funded legal aid. Decision on the application.

  • Application No. 110/2026 concerning the provisions of the Law on the Election of the Saeima and the Law on the Election of Local Government Councils, in so far as they do not provide for the right of voters to verify their vote anonymously and do not ensure a publicly auditable manual verification mechanism for automated counting of votes. Decision on the application.

  • Application No. 111/2026 concerning the Labour Law, the Law on Aviation and Cabinet Regulation of 24 July 2012 No. 505, ‘Procedures for the Organisation and Observance of Working and Rest Time for Civil Aviation Aircrew’ regarding the organisation of working time and rest time for an employee subject to cumulative working time. Decision on the application.

  • Application No. 112/2026 concerning the provision of the Cabinet Regulation of 2 June 2015 No. 279 ‘Road Traffic Regulations’, which prohibits riders of non-motorised bicycles from cycling on pavements where doing so is not possible, is difficult or dangerous. Decision on the application.

  • Application No. 115/2026 concerning the provision of the Law on Residential Properties relating to the jointly owned parts of a residential building. Decision on the application.

  • Application No. 117/2026 on the provision of the Criminal Law providing for criminal liability for illegal possession of firearms and munition. Decision on the application.

  • Application No. 118/2026 concerning the provisions of the Advocacy Law of the Republic of Latvia which lay down the grounds for the removal of a person from the register of sworn advocates and for the winding up of a sworn advocates’ practice. Decision on the application.

  • Application No. 121/2026 concerning the provision of the Law on the Procedures for Holding under Arrest relating to the obligation to ensure that detainees are allowed a minimum number of times to wash. Decision on the application.

  • Application No. 122/2026 concerning the provision of the Constitutional Court Law which precludes an appeal against a decision to initiate proceedings or to refuse to initiate proceedings. Decision on the application.

  • Application No. 123/2026 concerning the provision of the Insolvency Law governing liability for failure to lodge an application for insolvency proceedings with the court. Decision on the application.

  • Application No. 125/2026 concerning the provisions of the Civil Procedure Law governing the status of bailiffs, the general rules on enforcement proceedings and the application of enforcement measures. Decision on the application.

  • Application No. 127/2026 concerning the Riga City Council’s 26 February 2026 binding regulation No. RD-26-33-sn “On Rent for Residential Premises Owned by the Riga City Council”, which regulates the calculation of rent for municipal residential premises. Decision on the application.

  • Application No. 128/2026 concerning the provisions of the Law on the Procedures for Holding under Arrest regarding visits with relatives without the presence of a representative of the prison administration during the visit, but subject to visual supervision. Decision on the application.
